Dr. Tonya M. Evans, Esq.
Dr. Evans is Founder and CEO of Advantage Evans Global Regulatory Strategies, where she leads a Compliance-as-a-Service practice focused on digital asset regulation, fintech law, and cross-border compliance for institutional clients across the United States, West Africa, and the Caribbean. She also accepts a select number of expert witness engagements in digital asset, blockchain, and fintech regulatory matters, supporting litigation and arbitration counsel who need court-ready analysis.
She serves as Independent Board Member of Digital Currency Group, the largest institutional investor in the blockchain ecosystem, and previously chaired the Maker Ecosystem Growth Foundation (MakerDAO, 2020–2021). Her regulatory development work includes U.S. Congressional testimony before the House Financial Services Subcommittee on Digital Assets, service as External Expert Reviewer for the Central Bank of Nigeria's VASP regulations, and advisory engagements with the Bank of Ghana and SEC Ghana.
Dr. Evans has contributed to the U.S. GAO's blockchain technology study, advises the World Economic Forum on DAO governance, and is a member of Bermuda's Global FinTech Advisory Board. She is a Forbes contributor on digital asset regulation and policy, and hosts Confidently Crypto and More on SiriusXM, launching as a standalone show August 1.
Before founding Advantage Evans, she spent 17 years as a tenured law professor, building one of the earliest law school programs focused on digital assets and emerging technology governance — including pioneering the first Blockchain, Cryptocurrency & Law program at any U.S. law school (2017). She is the author of Digital Money Demystified and additional titles on digital finance and policy, and is admitted to practice in Pennsylvania, New Jersey, New York, and Washington, D.C.
